Usage:
N＋では＋ないこと＋は/もない
A-い=>A-く＋ないこと＋は/もない
V(ない form)＋こと＋は/もない
A-な=>A＋では＋ないこと＋は/もない
Meaning:
can not say that...
Explain:
I cannot say that ~ never happens (is not impossible). Used to mildly express the affirmative using a double negative.
Example:
1. 漢字 を 全部 一年間 で 覚えられ ない事もない。
かんじ を ぜんぶ いちねんかん で おぼえられ ない事もない。
it is not entirely impossible to memorize all the kanji in one year.
2. 新聞 を 読め ないことはない んです が、時たま です。
しんぶん を よめ ないことはない んです が、ときたま です。
It's not that I don't read newspapers, but very rarely.

3. 描く こと を 練習 すれば、有名な 漫画 家 に なら ないこともない。

4. ７０歳 以上 だが、外国語 を 習え ない事はない。
７０さい いじょう だが、がいこくご を ならえ ないことはない。
